Open with the business problem, not a feature list. What kind of user will use this, with what frequency, and what does the process look like without it? An estimator who grasps the purpose will suggest a simpler way to reach it; a team that receives only a list of screens can only price your assumptions along with the work.

Define what is included as concrete flows: what the user does and what the system does in response. Every bit as useful, write down what the first release deliberately excludes. An explicit list of exclusions saves more disagreement later than almost anything else in the document. Indicate as well which decisions are settled and which are still under discussion — the difference changes the price, and hiding it helps nobody.

List the constraints. This means systems you must integrate with, existing databases and their quality, security and compliance rules, user volumes, which devices matter and infrastructure that is already decided. If a deadline is real, say what depends on it: a good dedicated php development team is usually able to cut the right scope alternative to php protect it, provided they hear about it early.

Define what completion means for the important items. Testable acceptance criteria do not require any formal notation: a short paragraph describing the expected behaviour is sufficient. This single habit shortens acceptance testing considerably and eliminates the most common source of disputes.

One last thing, ask for a specific format. Ask for an itemised estimate, a written list of assumptions, whatever the team considers risky and a range rather than a single figure. Treat a wide range as useful information rather than evasion: it normally identifies the part of the brief that needs work. At that point tighten that section and ask again — the second estimate tends to be the one worth planning around.
